Leading Israeli organizations working in the field with the disabled took part in the conference. These include: the American Jewish Joint Distribution Committee (JDC), the Ministry of Social Affairs, The Israel Association of Community Centers ("Amitim" program for integrating mentally disabled people in volunteering), Beit Issie Shapiro, The Commission for Equal Rights for Persons with Disabilities and other organizations, 

The conference aim was to focus on the different issues that are related to  people with disabilities volunteering in the community. Rather than seeing them as people who need to receive assistance and support from society turning the concept around and looking at how they can be integrated into the community as active givers. Volunteering provides the disabled volunteer with a tremendous sense of value, boosts his self confidence, his personal empowermentand his ability to feel an active part of the community.

Ahiya Kamara, head of The Commission for Equal Rights for Persons with Disabilities, spoke about the disabled person’s emotional vulnerability and the crises that he needs to deal with. Mr Kamara was inspiring when he spoke of the healing power of volunteering and giving that given the opportunity from which the disabled volunteers can benefit.

During the workshops provided the participants with the opportunity to look at the different problems and benefits of working with disabled volunteers. This was looked at from the perspective of the disabled volunteers and the organization working with them. One of the success stories that was raised was  the unique Beit Issie Shapiro model, where every disabled volunteer gets a personal coach (himself a volunteer) who accompanies him through the integration process into the organization.

The workshops provided the opportunity to discuss both successful and unsuccessful cases of disabled people's integration in organizations. One of the significant points which were raised was the importance of the preliminary preparations that both the organization and of the volunteer himself need to make in order to ensure both parties have  a success experience.

The conference concluded with a presentation by Prof. Arik Rimmerman from the University of Haifa on his latest study which he had conducted on the disabled community in Israel. He claimed that disabled people suffer from poverty and isolation, a lower education level compared with society at large and a lower employment rate. With these findings in mind it seems that integrating disabled people in volunteerism could be an excellent channel to social integration.

On the whole he gave a very effective speech.  However, it only revolved around providing the media with captivating stories about volunteers in the field and the work they do. Mainly focusing on volunteering from the perspective of "doing-good". However, the field of volunteerism has moved beyond seeing volunteering through this narrow presume of "doing  good" to a much wider perspective – the effects of volunteering on the volunteer and the community at large. This is especially relevant in the context in which we live; where society has become much more materialistic. The focus has moved away from the good of the community to the benefits that the individual can gain. In this context, the individual now asks less and less "what I can do for others?" but rather "what can I get out of it for myself?". Volunteerism has moved beyond old ladies stuffing envelopes, to a much wider spectrum of opportunities that is available to volunteers. As a result of this shift, professionals in this field can definitely address the latter question. Now, we can show how volunteering can:      

• enhance the volunteers' skills·      
• expose them to new areas that can widen their horizons and open new opportunities for them·      
• gain experience that can beef up the volunteers' CV·      
• build the volunteers' social ties which can benefit the volunteer and society (i.e. social capital)· 
• benefit their physical and mental health·      
• contribute to longevity 

It is important that journalists understand that volunteering is one of the important building stones needed to build a strong community capable of addressing its problems.

The question that rises is how can we get the media to move away from focusing on volunteer stories to looking at the bigger picture, and taking up the issue of volunteerism, not just look at it in snippets? Some journalists have made it part of their agenda to raise public attention to various issues, such as violence against women, and the rising economic gap within Israeli society. How can we get journalists to take up volunteerism as an issue?

Let’s take for example an organization that is running a home visitation programme for the elderly. They are trying to recruit volunteers to visit the elderly who are sick and living on their own. The volunteer manager has tried many ways to recruit new volunteers to go on a regular basis to visit these clients. However, there are never enough people who are willing to commit to visit these clients on a regular basis. In this day and age when we are very busy they may find it difficult to commit to go out once a week to visit an elderly client. However, were we to turn the problem around and see it from a different perspective more creative solutions may be found.  What the organization really wants it to maintain regular contact with its clients. This contact can take various forms – home visitations, regular phone conversations, contact through the internet. Once the volunteer manager   looks at the problem from this new perspective he has  a wider scope of solutions to address this problem. He may now look  for people who can spend their lunch break calling their clients, or an evening chatting on the Internet with an elderly client. All of a sudden the scope to recruit volunteers has grown and the volunteer manager has been able to move with the times and adapt his programme to cater to the needs of his clients and those of the  volunteers.

Are  we as volunteer managers really asking the right questions when facing these problems?

The Volunteer’s Fantasies: A Challenge to the Volunteer Manager

Flavia Pansieri has been the executive coordinator of the United Nations Volunteers (UNV) since February 2008.

In your key note speech you talked about the role that governments should play in the voluntary sector. Can you elaborate on it?

Flavia Pansieri: The role that governments play lies on a spectrum between two extremes. At one end of the spectrum, the government is extremely supportive of the sector. At times to the extent that it gets too involved and stifles initiatives within the sector. At the other end, the government may give no support and therefore have no influence on the sector. Most countries fall somewhere in between these two extremes. The majority of governments encourage volunteerism rather than support it. Failing to recognize the value added of volunteering and therefore do not leverage on it.

The financial crises unleashed greater needs that need to be addressed. Instead of cutting budgets and services, this is the time for governments to invest and nurture the sector so that it can expand its activities to address the growing needs.

What can governments do to support the sector?

מי מכיר מי יודע?

בעקבות ראיון עם גב' תן צ'י קון – יושבת ראש כנס IAVE

הרעיון של כפר אנכי עלה לראשונה בשנת 2006 . ("כפר אנכי"Kampong Vertical). לפני שסינגפור הפכה להיות "נמר כלכלי", חיו תושביה בכפרים שבתיהם נסמכו על כלונסאות. באותה תקופה היו חיי הקהילה עשירים ומאופיינים בעזרה הדדית.עם פינוי הכפריים למגורים בגורדי שחקים בשנות ה-60, נעלמה תחושת הקהילתיות, אנשים חיו מאחורי דלתיים סגורות ולא הכירו את שכניהם. אנשים שקועים בענייניהם, אינם מתנדבים ואפילו אינם פנויים לגלות הזדמנות להתנדב. לכן חשבו שחשוב לנסות ולהביא את ההתנדבות אל האנשים במקום מגוריהם. זה היה המניע לרעיון של כפר אנכי.

עד כה כל הניסיונות לבנות קהילות מגובשות אופיינו על ידי ניסיון להבין את צרכי הקהילה. עכשיו החליטו לאמץ מושג חדש : ABCD – Assets Based Community Development -פיתוח קהילה תוך התבססות על נכסיה שלה, הכישורים והכוחות המצויים בה. הרעיון פותח בשיקגו. במקום להסתכל על מחצית הכוס הריקה (מהם צרכי הקהילה?) מסתכלים על מחצית הכוס המלאה. מאתרים את הכוחות והיכולות המצויים  אצל חברי הקהילה כיחידים וכקבוצות. למשל, באחד מבתי התמחוי בשיקגו החליטו לעבוד לפי השיטה הזאת. במקום שהנזקקים יעמדו בתור והמתנדבים יכינו ויגישו את האוכל, ביררו מהם הכשרונות של כל אחד מהנוכחים במקום– מוטבים ומתנדבים. גילו שאחד המוטבים יודע לבשל, אחר יודע לשיר, שלישי נגן על גיטרה. הוציאו מהמטבח את המתנדב שבישל ובמקומו שמו את המוטב שיבשל. המתנדב התיישב לאכול בזמן ששני מוטבים אחרים שרו ונגנו. המוטבים יצאו מהתפקיד של המקבל ונתנה להם הזדמנות לתת. באופן זה  נוצרת הזדמנות של קבלה ונתינה הדדית בין חברי הקהילה כולה.

דוגמא נוספת למימוש רעיון זה, נעשתה באחד הכפרים מחוץ ללימה בפרו. בכפר חסר מבנה לבית ספר מקומי. במקום לתרום כסף ולבנות בית ספר לילדי הכפר, גייסו אנשי הכפר כסף במשך מספר שנים. הכפריים  בנו את בית הספר במו ידיהם ובכספם. התהליך היה ארוך אך עם סיומו נשלחו כל ילדי הכפר ללמוד. כל הורה דאג שילדיו ילמדו בבית הספר.

כיום מתחילים ליישם רעיון זה באופן ניסיוני באחת השכונות במזרח סינגפור. מספר ארגונים משתפים פעולה על מנת ליצור זירות שיאפשרו לאנשים לפתח דפוס של עזרה הדדית תוך היכרות קרובה יותר וצמצום הניכור שנוצר בין אנשים המתגוררים בבניינים רבי קומות. הכוונה היא ליצור דפוס של התנדבות לא פורמאלית  שתוביל ללכידות הקהילה. השלב הראשון של התוכנית הוא מיפוי  חברי הקהילה על פי יכולות. אותרה קבוצה של רוכבי אופניים שתגויס לחלוקת אוכל לקשישים בבתיהם. בנוסף לכך אותר צלם שביוזמתו צילם את שכניו בבניין מגוריו. כיום מחפשים מה ניתן לעשות עם התמונות בכדי ליצור קרבה גדולה יותר בין דיירי הבניין.

זאת הפעם הראשונה שנעשה ניסיון לקדם התנדבות לא פורמאלית בסינגפור. בינתיים יש היענות חיובית מצד דיירי השכונה וגורמים נוספים כמו הממשלה וארגונים הפעילים בקהילה.

 פלאביה פנסיירי היא מנהלת רשות התאום  של מתנדבי האומות המאוחדות (United Nations Volunteers UNV) מאז פבואר 2008.

 יעל:   בהרצאתך דיברת על תפקידן של ממשלות במגזר ההתנדבותי. האם תוכלי להרחיב את הדיבור על כך?

 פלאבייה:   תפקידן של ממשלות מתבטא בטווח הפעולה בין שני קטבים:  בקוטב האחד נמצא פעילות ממשלתית  תומכת מאוד במגזר, לפעמים עד כדי מעורבות יתר ו"חניקת" יוזמות.בקוטב השני נמצא ממשלות שאינן תומכות ולכן אינן משפיעות כלל על המגזר. ברוב המדינות פעילות הממשלה נעה בין שני הקטבים הללו. רוב הממשלות מעודדות התנדבות יותר מאשר תומכות. הן לא מכירות בערך המוסף של ההתנדבות ועל כן  אינן עוסקות במינוף ההתנדבות.

המשבר הפיננסי חשף צרכים  גדולים שלהם יש לתת מענה, במקום לקצץ בתקציבים ובשירותים. זהו הזמן שעל הממשלה להשקיע ולטפח את המגזר ההתנדבותי על מנת שיוכל להתרחב ולענות על צרכים גדלים.

יעל:   מה ממשלות יכולות לעשות על מנת לתמוך במגזר?

פלאבייה:   להכיר בתפקידם של המתנדבים ובתרומתם לחברה באמצעות חקיקה תומכת. דרך אחת היא לדאוג שפעילות של מתנדב תזכה אותו בביטוח בריאות. צורה אחרת היא להבטיח שמתנדב יפוצה כתוצאה מפגיעה במהלך הפעילות ההתנדבותית. במקרים של אובדן חיים, יש להבטיח שהמשפחה תפוצה בהתאם. מבחינת הארגון חשוב להדגיש שיש להבטיח אמצעי בטיחות למתנדב בדומה לאלו של הצוות השכיר. באו"ם זוהי סוגיה משמעותית מאוד משום שאיננו יכולים לשלוח מתנדבים לפעילות בתחומים בעלי סיכון גבוה. אין להתעלם מהאחריות כלפי המתנדבים באמרנו שמדובר "רק במתנדבים".  נוסף לכך, הארגונים והממשלות צריכים להדגיש כי פעילויות התנדבותיות פתוחות לכל חברי הקהילה, ללא הדרה של מגזרים שוליים (למשל מיעוטים ובעלי מוגבלויות).

 יעל:   אנו מצויים בעיצומה של תקופה בה מהדקים חגורות ומקצצים בתקציבים. על רקע זה,  כיצד נוכל לבקש מהממשלה תמיכה נוספת בהתנדבות.

 פלאבייה:   הכרה רשמית בתרומתה של הפעילות ההתנדבותית לחברה תוכל להתבצע באמצעות מסעות פרסום נתמכים על ידי ארגונים ציבוריים על מנת לגייס יותר אנשים לפעילות התנדבותית. שנה זו, השנה הבינלאומית למתנדבים, מהווה הזדמנות טובה לניהול מסעות פרסום באמצעות שיתוף פעולה עם חברות פרסום. כך ניתן יהיה להעביר מסרים קליטים שיוכלו להופיע, ללא תשלום באמצעי התקשורת האלקטרונים והכתובים.

אני רוצה לסיים בהערה אחת אחרונה: לפני שנים מספר נפגשתי עם קבוצת נשים בבון שהיו כולן מהגרות מאפריקה, איראן ודרום אמריקה. שאלתי אותן מה סייע להן להשתלב במדינתם החדשה וכולן אמרו שהייתה זו הפעילות התנדבותית שסייעה. כמה מהן התנדבו לסייע למהגרים שהגיעו אחריהם על מנת למצוא את דרכם בארצם החדשה. באמצעות פעילות זו הם חיברו את עצמם לביתן החדש. הדרך לבניית לכידות חברתית היא על ידי  הצטרפות והכללה.

"העולם נכנס לתקופה אפלה שבה הסיכונים יותר גבוהים. לכן אנחנו צריכים לקום ולפעול. הנושא העיקרי אינו רק לגייס ולשמר מתנדבים, אלא בניית רשתות ושיתופי פעולה. זאת הדרך היחידה לצעוד קדימה."

המשבר הפיננסי העולמי שמעמיד את מדינות המערב בדילמה – עד כמה אפשר לתחזק מדינת רווחה? ולמרות זאת גדל הביקוש והצורך בשרותי רווחה. לאחרונה נולדה מערכת מושגים חדשה המבטאת את הצורך  בבניית חברה מלוכדת ותומכת: 'החברה הגדולה', 'חוזה חברתי'. זה מראה על ההכרה בחשיבות ההתנדבות. אך לעתים ממשלות נוטות לקצץ בשירות, בתקווה שפעילות ההתנדבות תמלא את החלל שנוצר.  להיפך, ממשלות צריכות לתמוך בפעילות ההתנדבותית בכדי לאפשר לפעילות המתנדבים להתרחב ולהיות יותר משמעותית.

השנה הבינלאומית למתנדב מהווה הזדמנות להתקדם ולהרחיב את  הפעילות הנוכחית. התנדבות ופעילות אזרחית בונות הון חברתי. ההשפעה היא לא רק על היחיד המתנדב, אלא על  החברה כולה. כיום יש הבנה שאין די במדדים הכלכליים שמודדים את מידת ההצלחה של כל מדינה  (כגון תל"ג). יש צורך בחשיבה חדשה והסתכלות יותר רחבה יסודות חברתיים של well-being  הרגשה טובה. פעילות אזרחית והתנדבותית תורמת לתחושת החיבור לחברה. החיבור מהווה נדבך חשוב בתחושת ההרגשה הטובה של הפרט שבתורה בונה את תחושת ההרגשה הטובה של החברה.

עכשיו הדיון צריך להתמקד בפעילות התנדבותית, בפעילות אזרחית ובפיתוח בר קיימא. לתכלית זו יש צורך לשכנע גורמים בעלי ההשפעה  לחזק את המערכות התומכות ומפתחות את העשייה ההתנדבותית.
